If I understand your question correctly on Xbox the “a” button is used to engage flight mode and the only time it stays in hover mode is when you’re flying over bodies of water from what I’ve seen. Press X and then Ctrl to fly in The sky. But it's also slower when flying and a much easier target to hit than the Oppressor. Vehicles that can cross the water or can fly are locked.
